Shibuya officials prohibit drinking alcohol on streets during Halloween

On Monday, Shibuya’s local government announced to prohibit drinking alcohol in public during Halloween season this year. They will forbid people from drinking alcohol on some streets around Shibuya station.

The tradition of Halloween celebration in Japan is getting bigger and bigger every year. Shibuya is the most popular place to celebrate Halloween in Tokyo. Not only Japanese, but many people from outside Japan also come to Shibuya to join the party.

According to Tokyo police during the Halloween season last year, there were more than 300,000 Japanese and non-Japanese, from teen to adult with their costumes came to Shibuya.

Unfortunately, in last year Halloween, there were a number of incidents, including thievery, the tipping over of small truck and leading to arrest of several young men. Regarding to what happened last year, the local government makes stricter regulations for this year.

Shibuya Ward officials also has set up a panel to discuss how to respond to increasing public pranks in Shibuya. The team is expected to release a tentative report on Wednesday. The local government plans to decide on sanction and submit a draft rule to assembly members, with the purpose of being able to execute the new ordinances by this fall.
