No more over dimension and over loading trucks by 2022: Transportation Ministry

Indonesia’s Ministry of Transportation denies the request of the Ministry of Industry to delay the implementation of Zero Over Dimension and Over Loading (ODOL) to 2023 or 2025. Transportation Ministry only allows the relaxation to delay until 2022.

The implementation of zero ODOL to terminate the overloading trucks had been set by the Transportation Ministry to run into effect starting 2021. The project had been planned since 2019 through Circular Letter of the Transportation Ministry no. 21 of 2019 regarding overloading and over-dimension.

In January, the Minister of Industry, Agus Gumiwang, had previously asked the Minister of Transportation, Budi Karya Sumadi, to delay the circular letter until 2023 or 2025. Agus pointed out that the zero ODOL might harm Indonesia’s competitive edge because Indonesian businesses need to increase investment to add more couriers.

Moreover, the couriers might lead to gridlock, an increase in carbon emission, accident rate, and logistics cost.

Speaking on Thursday at the Coordinating Ministry for Maritime and Investment Affairs, Budi stated that he has talked to Agus informally regarding the relaxation period. While Agus asked for at least 2024, Budi said that the Ministry will give 2022.

Directorate-General of Land Transportation, Budi Setiyadi, said that the final decision on the matter will be settled this week through a cross-ministerial meeting on either Thursday or Friday. Since it will be cross-ministerial, the meeting will not involve any business persons.

Once the decision on the matter is finalized through a decision letter, the Ministry will announce it to the businesses.
