On the other hand, the government and local governments lacked preparations for online application for special fixed benefit. Correspondence differs depending on the country, prefecture, and municipality, causing clogging. Japan's delay in IT is a structural issue rather than technology.

　To go back in history, when suffered a sporadic disease, I made a big Buddha, changed the era and moved the capital. Following this, we are advocating a “digital capital” that moves government functions into the digital space. Government functions can be maintained even in the event of a sub-capital earthquake or a new epidemic of infectious diseases. The post corona trend is from "dense to sparse". If government procedures can be done anywhere, there is no need to come to Tokyo, and regional revitalization will accelerate.
