After the petition for judicial review of Law no. 20/1997 about PNBP rejected by the Constitutional Court (MK) two years ago, the car body industry seems to start fresh together with the government plan to lower the tariff of the design test that has been complained about. The request for material test is the effort of the Indonesian Body of Manufacture Association (Askarindo) to obtain design tariffs and other charges that burden members. The application was rejected, Askarindo did not continue its efforts to the Constitutional Court and chose the approach to the government.
Last month, Askarindo began to get a bright spot. In fact, the Ministry of Transportation has proposed a new tariff of non-tax state revenues on the design of motor vehicles and goods to the Ministry of Finance. According to Director of Facilities of the Directorate General of Land Transportation of the Ministry of Transportation, Eddy Gunawan, his party proposed a tariff reduction of Rp35 million for trucks and buses amounting to Rp40 million to Rp9 million-Rp10 million. Of course, the right decision on design tariffs is only known when it is set.
In contrast to the proposal to lower the design tariff of trucks and buses, the proposal to impose a variant tariff on motor vehicles is not accommodated by the Ministry of Finance. Positive signals from the government are welcomed positively by business actors. Technical Director Laksana Stefan Arman said the decline in the tariff of commercial vehicle design test is very helpful for the car body industry, especially the low to medium capacity. The price of a small-capacity production car product becomes uncompetitive with a very expensive design test tariff.
Basically the caroseries will propose the design for the type of bus that will be produced. For Laksana, he added, the amount of production per type is large enough that it does not affect the final product sale price because the cost of comparing the cost of design test is quite large. Chairman of the Indonesian Association of Samarinda (Askarindo) Sommy Lumadjeng said that the reduction of design tariffs will make the car industry more conducive. However, he said, tariffs imposed on car body entrepreneurs associated with the design will be even better if eliminated alias free.
Indeed the cost of a design test is only one of several cost components that must be paid to the government. There are several other burdens that are not less expensive, namely the cost of type test, and test the type of registration. At the very least, signal reduction in tariff designs into the fresh air for the car industry. They hope, fresh air is not only affected once.
