The exclusion of Sapporo and Osaka will be officially decided early on the same day. The exclusion period is expected to be three weeks. In addition to suspending new reservations for trips to both cities, reserved trips will not be eligible for the discount. The aim is to encourage the cancellation of reservations and prevent people from gathering in areas where the infection has spread.
No cancellation fee is charged from the user. As a general rule, the national government plans to spend 35% of the travel price out of the budget as compensation for the actual loss incurred by tourists. However, when residents of Sapporo City or Osaka City travel outside the city, they will continue to be eligible for the discount. "This time, the purpose (exclusion) is to avoid going sightseeing in areas with many seriously ill patients and having a heavy medical burden," said Akabane.
In addition, Kotaro Nogami, Minister of Agriculture, Forestry and Fisheries, said at a post-Cabinet press conference on the same day that he would consider extending the period of use in areas where restrictions such as selling meal tickets and using points for the "Go To Eat" campaign was implemented.
