The resolution was proposed by Tomoko Sudo, the largest parliamentary group, as a motion. She pointed out that she stubbornly refused the return requested by the city, saying she "did not meet the requirements" after Hori City Council received the paperwork. She criticized her, "repeating allegations as if there was a defect in the city, and significantly lacking her parliamentary awareness and normative consciousness."
Hori City Council argued, "Can we dispute with the city because of a disagreement? The application is not false and is legitimate. The resolution that damages honor is unreasonable."
In the vote, 11 out of 13 people except for the chairman and the Hori city council agreed. Two members of the Communist Party city council objected that "it has not been declared illegal."
In May, the city received an application from the Hori City Council and paid 100,000 yen for document screening. After that, he demanded a return, saying, "It does not meet the payment requirement of opening as of April 10." Hori City Council filed for civil mediation, but after it failed on the 2nd of this month, it refunded the cooperation fee.
At the all-members council on the 18th, he said, "I'm sorry for causing trouble to the citizens and the parliament." He explained that "there was a misunderstanding with the city" in the interpretation of words such as sales and opening. However, criticism was rising among the city council that he did not apologize for his actions.
Hori City Council told the interview that he would continue to be a member of the Diet.
